摘要
改善农村生态环境是实现“碳达峰、碳中和”目标的内在要求,绿色债券政策能够为农村生态环境的发展提供有效支撑。基于2010—2020年我国部分省份的面板样本数据,以绿色债券政策为准自然实验,利用双重差分模型分析了绿色债券政策对农村生态环境发展水平的影响及作用机制。研究发现,绿色债券政策能够显著提高农村生态环境水平。通过促进农村居民收入增长,绿色债券政策提高了农村生态环境水平。农村居民收入水平和科技创新均对农村生态环境发展水平产生促进作用,地方财政收支缺口则产生约束作用,但农村居民收入水平的促进作用在农村生态发展水平较低的地区更为显著。为此,应加大绿色债券政策创新,稳定农村生态环境建设投入,加大科技创新力度,提高农户的生态收益,持续优化农村生态环境,全面助力乡村振兴。
Optimizing the rural eco-environment is the inherent demand to realize the target of“carbon peak and carbon neutrality”.Based on the panel sample data of some provinces in China's Mainland from 2010 to 2020,this paper analyzes the impact and mechanism of green bond policies on the development level of rural eco-environment using the DID model as a quasi-natural experiment.It is found that,the green bond policies can obviously improve the development level of rural eco-environment.By promoting the income increase of rural resident,the green bond policies significantly promote the development level of rural eco-environment.The income of rural resident and technological innovation are conducive to the development level of rural eco-environment,and the local fiscal revenue and expenditure gap make a constraint,but the positive effect of income level on the development of rural eco-environment is more obvious in areas with low level of rural ecological development.Therefore,the government should increase green bond policies innovation,stabilize the input of rural eco-environmental construction,strengthen the technological innovation,and improve the ecological revenue of peasant to continuously optimize the rural eco-environment to comprehensively promote the rural revitalization.
