摘要
为适应自然资源管理的新形势和新要求,本文以新一轮机构改革为契机,根据自然资源部和江苏省自然资源厅对自然资源“一张图”数据库建设的要求,从市级层面考虑,深入分析数据现状和存在的问题。通过整合、集成和规范土地、城市规划、地质、矿产、不动产、林业等各类空间数据库,全面梳理数据资源目录,建立了种类齐全、内容完整、逐级扩展、结构清晰的“四类四级”市级自然资源和规划数据体系,开展数据标准规范与管理更新机制研究,有效支撑了自然资源和规划审批业务、监管决策、社会服务等管理工作,为开展数据治理、数据分析应用等工作提供了有力的数据支撑。
In order to adapt to the new situation and requirements of natural resources management,this paper takes a new round of institutional reform as an opportunity,and according to the requirements of the Ministry and provincial government on the construction of the natural resources"One Map"database,further considers from the municipal level and analyzes the current data status and existing problems in-depth.Through the integration and standardization of various spatial database such as land,urban planning,geology,minerals,real estate and forestry,the catalogue of natural resources and planning data resources has been sorted out.The municipal natural resources and planning data system of"four categories and four levels"has been established with various types,complete contents,progressive expansion and clear structure.Research on data standard specification and management update mechanism has been carried out,which effectively supports the natural resources and planning approval business,regulatory decision-making,social services and other management work.It provides powerful data support for data governance and data analysis application.
