摘要
社区不仅是预防和应对公共危机的前沿阵地,也是各种公共危机的直接接受者。社区应急准备能力是应急管理四大板块中的重要一环,在应急管理过程中起着至关重要的作用。通过查阅相关资料,初步建立起城市社区应急准备能力评价指标体系。该评价指标体系主要包括社区社会能力、社区韧性能力、社区应急准备文化能力、社区经济能力4个一级指标、15个二级指标和45个三级指标,并依据情景-任务-能力理论对其进行了修正和完善。过程中采用熵权法确定评价指标的权重,体现了评价指标的可靠性和实用性。
Communities are not only frontlines for preventing and responding to public crises,but also direct recipients of all kinds of public crises.Community emergency preparedness capability is an important part of the four major sectors of emergency management and plays a vital role in the emergency management process.Through reviewing relevant materials,an index system for evaluating the emergency preparedness capacity of urban communities was preliminarily established.The evaluation index system mainly includes 4 first-class indicators,15 second-class indicators and 45 third-class indicators of community social capacity,community resilience ability,community emergency preparedness cultural ability,and community economic ability,and it is revised and improved according to the scenario-task-capability theory.In the process,the entropy weight method is used to determine the weight of the evaluation index,which reflects the reliability and practicality of the evaluation index.
