摘要
构建时间-空间-行业三维可比的超效率SBM模型,研究2013~2019年我国省际制造业低碳发展效率的时空特征,并进一步探讨结构因素和技术因素对其空间差异的贡献。结果表明:经济新常态以来,我国制造业低碳发展效率的省际差异呈现先上升后下降的态势,东西不均衡现象得到缓解,但南北差异愈发显著。考虑节能减排目标后,制造业发展的空间不均衡问题进一步凸显。技术效应是区域制造业低碳发展差异的主要来源,且贡献度波动上升,而产业结构差异的贡献有所下降。为此,应加大关注“双碳”目标下我国制造业发展、尤其是低碳技术发展的空间不平衡问题,探索建立地区间低碳技术培帮扶、转移和共享机制;通过地区间结对帮扶、产研协作、指标置换等方式,推动欠发达地区低碳技术发展,促进省际制造业低碳发展水平协同提升。
A super-efficiency SBM model with time,space and industry comparable is constructed to trace the temporal-spatial characteristics of low-carbon development efficiency in provincial manufacturing industries(MIDE)from 2013 to 2019.The impacts of structural and technological factors on the spatial difference in low-carbon development efficiency of MIDE have been further discussed.Results show that:since the new normal of Chinese economy,the gaps in the provincial low-carbon development performance of MIDE have shown a upward trend first and then fall.Once considering the energy saving and emission reduction targets,the spatial imbalance will become more significant.Technological effects are the main factor driving this regional heterogeneity,and their contributions have increased.In this regard,to realize the“dual-carbon”goals,it is neccessary to pay more attention to the spatial imbalance of low-carbon development in MIDE,especially low-carbon technologies.A inter-regional low-carbon technology cooperation mechanism need to be established.Partner assistance,industry-research collaboration,and index replacement are all feasible measurements to promote underdeveloped low-carbon technologies and improve low-carbon levels of MIDE.
