摘要
当前我国竞技体育管理体制还存在诸多问题,包括竞技体育管理部门与单项体育协会职责模糊,脱钩后单项体育协会运行不畅,竞技体育后备人才培养改革效果不佳,竞技体育保障体系建设仍然粗放。中国式现代化理念对竞技体育政会关系、单项体育协会治理、后备人才培养、运动员保障体系的高质量发展有着重要的指引价值。基于此,提出中国式现代化背景下我国竞技体育管理体制高质量发展对策,包括理顺政社关系,创设政府与单项体育协会联动机制;明晰职能范围,完善单项体育协会内部治理结构;深化体教融合,探索后备人才培养方式;多元主体参与,建立复合型一体化运动员保障体系。
At present,there are still many problems in China’s competitive sports management system,including the vague responsibilities of competitive sports management departments and individual sports associations,the poor operation of individual sports associations after decoupling,the poor reform effect of competitive reserve talents training,and the extensive construction of competitive sports guarantee system.The concept of Chinese-style modernization has important guiding value for the high-quality development of competitive sports government-association relations,individual sports association governance,reserve talents training,and athlete guarantee system.Based on this,this paper puts forward the countermeasures for the high-quality development of China’s competitive sports management system under the background of Chinese-style modernization,including straightening out the relationship between government and society,creating a linkage mechanism between government and individual sports associations;clarify the scope of functions and improve the internal governance structure of individual sports associations;deepen the integration of sports and education,explore the training mode of reserve talents;multi-subject participation,establish a composite integrated athlete guarantee system.
