摘要
职务科技成果赋权改革对于推进关键核心技术攻关、解决科技成果转化率低、掌握未来科技竞争主动权极具现实意义。我国已在制度调整及探索试行中奠定了一定的实践基础,但也存在现有相关制度规定有待完善、赋权改革目标导向有待优化、激励机制递减效应有待关注、赋权改革探索范围有待拓展、多元主体权益分配有待平衡等难点问题。可以通过统一协调相关政策制度、逐步扩大赋权改革规模、分类推进赋权改革路径、优化制度平衡各方权益、多措并举健全保障机制等推进路径,优化权利资源配置,持续提升职务科技成果转化效能。
The reform of empowering post scientific and technological achievements is of great significance for promoting the breakthrough of key and core technologies,solving the low conversion rate of scientific and technological achievements,and grasping the initiative of future scientific and technological competition.China already has laid a certain practical foundation in institutional adjustment and exploration and trial implementation,but there are also difficulties in the existing system provisions to be improved,power reform target orientation to be optimized,incentive mechanism diminishing effect to be paid attention to,power reform exploration scope to be expanded,and the distribution of multiple subjects to be balanced,etc.It is suggested to optimize the allocation of power resources and continuously improve the efficiency of the transformation of scientific and technological achievements by unifying and coordinating relevant policies and systems,gradually expanding the scale of empowerment reform,promoting empowerment reform by classification,optimizing the system to balance the rights and interests of all parties,and taking multiple measures to improve the guarantee mechanism.
