摘要
研究型医院在科技创新与成果转化之间存在较为明显的割裂,亟待进一步打通医学科技成果转化链条,构建“医、研、学、产”相结合的医学创新体系。采用程序化扎根理论的数据处理方法,以浙江省7家研究型医院的42名管理人员为研究对象,通过深度访谈收集科技成果转化主体与流程、转化实效等方面数据,提炼出6个主范畴,从宏观、中观和微观层面构建研究型医院科技成果转化协同治理逻辑模型。其中,政府通过顶层设计和制度保障为科技成果转化提供良好的支撑体系;“产、学、研、用”综合创新体分别负责具体实施理论研究、应用研究和研发中试等环节;成果转化部门、科室/实验室等技术支持主体和推广营销主体等,则通过专利布局、优化资源要素配置搭建起医院内部服务保障体系。进一步围绕最大限度发挥各主体在科技成果转化链上的整体效应进行分析,指出目前研究型医院科技成果转化面临着政府协同治理和医院内、外部协同困境。最后,为推进研究型医院科技成果转化,提出多元共通协同治理目标设计、多元合作协同治理组织优化、多元融合协同治理制度变革、多元多层次协同治理手段运用和多元环节协同治理流程再造等政策建议。
There is a significant gap between technological innovation and achievement transformation in researchoriented hospitals,so it is urgent to further open up the chain of medical scientific and technological achievement transformation,so as to build a medical innovation system that combines "medicine,research,education and industry".Using the data processing method of the programmed grounded theory,and taking 42 managers from 7 researchoriented hospitals in Zhejiang province as the research objects,this paper collects the data on the subject and process of the transformation of scientific and technological achievements,the transformation effectiveness and other aspects through in-depth interviews,extracts 6 main categories,constructs the logical model of collaborative governance of scientific and technological achievements transformation of research-oriented hospitals from the macro,meso and micro levels.Among,The government provides support system for the transformation of scientific and technological achievements through top-level design and institutional guarantees;the integrated innovation system of "production,education,research,application" is responsible for the specific implementation of theoretical research,application research,pilot plant test and other processes;the achievement transformation departments,laboratories and other technical support entities,as well as promotion and marketing entities,establish an internal service guarantee system for the hospital through patent layout and optimization of resource element allocation.Further,it focuses on maximizing the overall effect of the subjects in the transformation chain of scientific and technological achievements,and points out that the transformation of scientific and technological achievements in research-oriented hospitals is facing the dilemma of government collaborative governance,and hospital internal and external collaboration.Finally,policy recommendations are proposed,including the design of multiple and common collaborative governance goals,the organization optimization of multiple cooperation collaborative governance,the reform of multiple integration collaborative governance system,the application of multiple levels collaborative governance means,and the reengineering of multiple links collaborative governance process.
