摘要
深入阐释、研究文化润疆须从历史基础、理论遵循和实践路径三重视角作出思考。从历史基础来看,文化润疆与历代中央政权以文化之为核心的治疆之策、近代以来新疆革命文化的广泛传播和新中国成立以来党对新疆的文化治理一脉相承。从理论遵循来看,文化润疆要坚持以马克思主义文化观为统领,确保党对文化发展的绝对领导权;以社会主义核心价值观引领新疆各民族文化的传承、转化与发展;以中国特色社会主义文化构建理论体系。从实践路径来看,文化润疆应在不断完善体制机制、持续提升公共文化服务水平、深入推广普及国家通用语言文字、扎实推进大中小学铸牢中华民族共同体意识教育、着力推动文化产业高质量发展、充分发挥对口支援在文化交流互鉴中的特殊作用上精准发力。
To deeply explain and study how to nourishing cultures in Xinjiang,one must consider three perspectives:historical foundation,theoretical principle and practical path.Historically,nourishing cultures in Xinjiang is part of a long line of the policy of governing Xinjiang with culture as the core practiced by previous central powers,the wide spread of revolutionary culture in Xinjiang since modern times,and the cultural governance of Xinjiang by the Communist Party of China since 1949.Theoretically,nourishing cultures in Xinjiang must stick to Marxist view of culture to ensure the absolute leadership of CPC in the development of culture.The core socialist values shall be promoted to lead the inheritance,transformation and development of the cultures of all ethnic groups in Xinjiang,and a theoretical system shall be constructed on the basis of the socialism culture with Chinese characteristics.Practically,nourishing cultures in Xinjiang shall make precise efforts to target a constant improvement of the concerned system and mechanism,a continuous improvement of the quality of public cultural services,a deeper promotion and popularization of national commonly-used Chinese,a solid promotion of the education on forging the sense of Community of Chinese nation from elementary schools to universities,a vigorous promotion of the high-quality development of cultural industry,and the role fully played by the paired assistance project in cultural exchanges and mutual learning.
