摘要
战略性基础研究作为国家战略性创新活动的重要内容,具有满足国家需求和服务国家意志的内涵要旨,其战略特性主要从基本性质、作用效能、职责使命三个维度呈现出来。根据所构建的运作模型,战略性基础研究的依托主体主要是国家战略科技力量,目标对象在于解决国家重大需求的关键科学问题,中介载体是能够长期发挥作用的大科学基础设施平台,支撑体系则是提供全面支持的完整规划安排。从现实维度来看,中国的战略性基础研究在资源要素上占据独特优势,但在战略性投入、突破性成果、长远性规划等方面存在显著不足,应基于所构建模型和现状分析结果,从完善基础政策、深化体制改革、落实主体职责、推动协调平衡等维度优化实践策略。
As an important composition of national strategic innovation activities,strategic basic research has the connotation of meeting the needs of the country and serving the will of the country,and its strategic characteristics are mainly presented from three dimensions including basic nature,function efficiency,and responsibility and mission.Based on the analysis results of theoretical properties,an operation model of strategic basic research is constructed,which indicates that the main body of trategic basic research is the national strategic scientific and technological strength,the target object is the resolution of the key scientific problems of major national needs,the intermediary carriers are large-scale scientific infrastructure platforms that can play long-term roles,and the supporting systems are complete planning arrangements that provide comprehensive indorsements.From a practical perspective,China's strategic basic research contains unique advantages in terms of resource elements,while possess significant deficiencies in strategic investment,breakthrough results,and long-term planning,etc.Accordingly,the author proposes specific strategies including improving basic policies,strengthening system reform,defining the main responsibilities,promoting coordination and balance for the optimization of strategic basic research's spractical development.
