摘要
2021年7月全国碳市场启动,广东省电力行业从试点碳市场转向全国碳市场交易。在此背景下,广东省碳排放配额分配实施方案从纳入配额管理的企业范围、配额总量、配额分配方法、配额发放等方面均作出了相应调整,以适应发电行业带来的影响。结合全国碳市场和广东碳市场的运行情况,提出广东碳市场的发展建议,提出广东碳市场从纳入企业、分配方法等方面进行完善,进一步深化配额分配机制,保障碳市场的健康稳定运行。
The national carbon market has been started in July 2021,and the power industry of Guangdong Province has been included in the national carbon market.In this context,the 2021 implementation plan of carbon emission allowance allocation in Guangdong Province has made corresponding adjustments in terms of the scope of enterprises included in allowance management,total allowance,allowance allocation method,allowance distribution and other aspects to adapt to the impact of the power generation industry.In combination with the operation of the national carbon market and Guangdong carbon market,the paper puts forward suggestions for the development of the Guangdong carbon market.It is suggested that Guangdong carbon market should be improved in terms of incorporation of enterprises,allocation methods,etc.,further deepen the allowance allocation mechanism,and ensure the healthy and stable operation of the carbon market.
