摘要
目的 探索性构建以服务中医药团体标准监管、促进中医药团体标准发展质量提高为目的的中医药团体标准评价指标体系。方法 明确评价指标体系构建原则,结合现有标准评价方法和评价经验,通过专家会议法、改良德尔菲法确立评价指标,采用优序图法计算指标权重。结果 构建了中医药团体标准三级评价指标体系,评价指标包含制定主体、文本编写、技术内容、推广应用、实施效益5个一级指标,12个二级指标,27个三级指标。制定主体权重为0.08,文本编写权重为0.24,技术内容权重为0.36,推广应用权重为0.24,实施效益权重为0.08。结论 中医药团体标准的评价宜从制定主体、标准本身和应用效果反馈三方面入手,通过制定主体、推广应用、实施效益三个维度的间接指标和文本编写、技术内容两个维度的直接指标综合反映中医药团体标准质量水平。中医药团体标准评价指标中,技术内容是最重要的指标,其次是文本编写和推广应用,制定主体和实施效益权重相对较低。
Objective To establish the evaluation index system of the group standard of Traditional Chinese Medicine(TCM),serving the supervision of the group standard of TCM,and promoting the development and improvement of the group standard of TCM.Methods The principles of establishing the evaluation index system were clarified,combined with the existing standard evaluation methods and evaluation experiences,the evaluation indexes were established by the method of expert meeting and Improved Delphi,and the weights of the indexes were calculated by the method of Precedence Chart.Results A three-level evaluation index system of group standard of TCM was established,which included five first-level indexes,twelve second-level indexes,and twenty-seven third-level indexes.The five first-level indexes are formulation subject,text compilation,technical content,popularization and application,implementation benefit.The weight of the five first-level indexes is 0.08,0.24,0.36,0.24 and 0.08 respectively.Conclusion The quality level of a group standard of TCM can be comprehensively reflected by the indirect indexes of formulation subject,popularization and application,and implementation benefit,and the direct indexes of text compilation and technical content.The technical content is the most important index in the evaluation index of group standard of TCM,and the second is the text compilation,popularization and application.The weight of formulation subject and the implementation benefit are relatively low.
