摘要
运用文献资料、案例分析等方法,探究临时性体育场馆应用的价值、制约因素,并提出推进路径。临时性体育场馆应用价值:全生命周期碳排放总量低,避免场馆赛后“白象”现象,丰富全民健身场地设施供给,助力城市形象提升与传播。制约因素:规划建设理念有待更新,标准化建设不足,配套支持政策尚不完善,规划审批及消防验收管理模糊。推进路径:树立“临时化”建设理念,谋划后期使用流向;制定完善相关标准,形成标准化体系;完善配套支持政策,鼓励社会力量参与;简化项目审批手续,妥善解决消防验收难题。
By using the methods of literature review and case analysis,the paper explored the value and constraints of the application of temporary sports venues,and put forward the promotion path.Application value of temporary sports venues:The total carbon emission in the whole life cycle will be low,the"white elephant"phenomenon will be avoided,the facilities supply of national fitness venues will be improved,and the image of the city will be promoted and disseminated.Constraints:The concept of planning and construction needs to be updated,the standardization of construction is insufficient,the supporting policies are not perfect,and the management in the planning approval and fire control acceptance is fuzzy.Promotion path:We should set up the concept of"temporary"construction and plan the use direction in the later period,formulate and perfect relevant standards to form a standardized system,improve supporting policies and encourage the participation of social forces,and simplify the project approval procedures to properly solve the problem of fi re acceptance.
