摘要
为了响应“一带一路”和“走出去”的国家战略,越来越多的中国企业参与到了海外的铁路和轨道交通项目的建设中。这些项目一般都要求参建方开展针对可靠性、可用性、可维护性和安全性要求的系统保障工作,但中国企业普遍缺乏这方面经验,这一问题已经引起重视,通过确定性安全评价(Deterministic Safety Assessment,简称DSA)方法开展安全性保障就是其中一项重要工作。依托新加坡850E项目的实践经验,介绍了DSA方法的起源、发展和应用,并梳理出适用于轨道系统(含第三轨)的确定性安全原则,归纳了验证证据的接收准则。同时,还对工作执行过程中遇到的问题和注意事项进行总结,为国内专业人员参与其他海外项目提供技术支撑。
A growing number of enterprises from China have participated in overseas railway projects in response to the national strategies of“the Belt and Road”and“Going Global”.Contractors for these overseas projects are generally required to execute System Assurance tasks,aiming at the system requirements of Reliability,Availability,Maintainability and Safety.However,most Chinese enterprises have limited experiences in System Assurance,which has already aroused their concerns.The implementation of Safety Assurance through Deterministic Safety Assessment methodology(hereinafter referred to as DSA)is one of the important sub-tasks.Based on the practical experience of Singapore 850E project,the origin,evolution and application of DSA methodology are introduced.As for Trackwork System(including the third rail),the applicable deterministic safety principles are figured out and the acceptance criteria of verification evidences are summarized.At the same time,the questions encountered during the project execution and matters requiring additional attentions are also summarized,so as to provide technical support for domestic professionals in other overseas projects.
