摘要
在企业、城市和区域发展过程中,高层次科创人才是至关重要的因素,不仅能够提升科技创新能力,而且能够提高地区竞争力和带动城市经济发展。目前,江苏省属驻扬高校高层次科创人才集聚效应正逐步增强,但与周边经济发达地区相比,在人才引进数量和质量方面存有一些差距。文章通过梳理省属驻扬高校高层次科创人才聚集现状,探究高层次科创人才引进存在的问题,从完善激励机制、优化薪酬管理、提升发展平台等方面入手,因地制宜,系统构建“以政府为主导、社会力量参与、高校为主体”的多元化人才投入体系,使江苏省属驻扬高校能够与地方形成人才资源共享和人才政策融合,从而有效发挥驻扬高校积极作用,助力扬州高层次科创人才聚集,进一步促进扬州科创的高质量发展和扬州地方经济建设。
In the development process of enterprises,cities and regions,high-level science and technology creative talents are the most important factors,not only can enhance the ability of science and technology innovation,but also can enhance the competitiveness of the region and drive urban development.At present,the gathering effect of high-level science and technology creative talents in provincial universities in Yangzhou is gradually increasing,but compared with the surrounding economically developed areas,there are still some gaps in the quantity and quality of talent introduction.By sorting out the current situation of high-level scientific and creative talents gathering in provincial universities in Yangzhou,exploring the problems existing in the introduction of high-level science and technology creative talents,starting from the aspects of perfecting incentive mechanism,optimizing salary management,upgrading development platform,etc,according to local conditions,a diversified talent investment system with“government as the leader,social forces participating and universities as the main body”is systematically constructed.It is hoped that the provincial colleges and universities in Yangzhou will be able to form the sharing of human resources and the integration of talent policies with the local areas,so as to give effective play to the active role of the universities in Yangzhou,help Yangzhou high-level scientific and creative talents gather,further promote the high-quality development of Yangzhou science and technology innovation and Yangzhou’s economic construction.
