中国2021年职业教育政策文本的量化分析——基于政策工具视角

摘要 职业教育政策是我国政府促进职业教育发展的主要工具。本研究以2021年度我国教育部发布的有关职业教育政策文本为研究对象,分别从政策工具、职业教育发展要素两个维度进行分析,并构建“政策工具—职业教育发展因素”的二维分析框架。研究发现,政策工具使用过溢和不足并存、职业教育各发展要素政策供给不均衡、政策工具与职业教育发展要素契合度不高。为了促进“十四五”时期职业教育的“高质量”发展,我国应优化调整政策工具的使用结构、均衡我国职业教育政策供给、强调政策工具与职业教育发展要素的契合性。 Vocational education policy is the main tool for Chinese government to promote the development of vocational education.Taking the relevant vocational education policy text issued by the Ministry of Education of the People's Republic of China in 2021 as the research object,the paper conducts analysis from the two dimensions of policy tools and development elements of vocational education,respectively,and constructs a two-dimensional analysis framework of"policy tools-vocational education development factors".The research finds that the use of policy tools coexists,the policy supply of the development factors of vocational education is unbalanced,and the policy tools are not fit with the development factors of vocational education.In order to promote the"high-quality"development of vocational education during the 14th Five-Year Plan period,China should optimize and adjust the use structure of policy tools,balance the supply of vocational education policies,and emphasize the compatibility of policy tools with the development elements of vocational education.
