摘要
化工企业危化品存储、生产工艺和“三废”排放等环境风险隐患较大,会导致突发环境事件。为了避免和减少环境事件发生,提高环境风险管理水平,化工企业应依法编制突发环境事件应急预案。针对化工企业可能突发的环境事件制定了不同情景的应急监测方案,明确了监测点位、监测因子、监测频次和监测方法,为化工企业科学合理地编制突发环境事件应急监测方案提供参考。
Chemical enterprises can experience frequent environmental emergencies due to the factors involving the storage of hazardous chemicals,production processes and the discharge of"three wastes"and other environmental risks.In order to avoid and reduce environmental emergencies and improve environmental risk management,chemical enterprises should prepare emergency plans for environmental emergencies according to law.This paper formulates emergency monitoring plans for different scenarios of possible environmental emergencies in chemical enterprises,defines monitoring points,monitoring factors,monitoring frequency and monitoring methods,and provides a reference for chemical enterprises to scientifically and reasonably formulate emergency monitoring plans in the process of preparing emergency plans for environmental emergencies.
