Focus and Direction of Top-notch Innovative Talents Cultivation

摘要 能不能有效地培养和造就一大批拔尖创新人才成为了国家科技实力的最大方差解释变量,也成了国家竞争力(包括制度优势)比拼的重要着力点和指标。但拔尖创新人才培养绝不仅仅是局部的、技术性的事情,而是一场涉及理念、制度、方法、技术、资源等要素的系统性改革。首先,拔尖创新人才培养要警惕“形式训练”老路,不能将拔尖创新能力的识别、筛选和训练作为重点。其次,拔尖创新人才培养的重点不是筛选出一小部分学生予以单独培养,而是应面向绝大部分学生,改变整体教育模式,营造有利于各类学生“冒出来”的多样化评价制度。最后,拔尖创新人才培养的优先任务是提升研究生培养质量,将研究生阶段作为拔尖创新人才培养的关键阶段,进而带动整个人才培养链的质量提升。 The capability to effectively cultivate a large number of top-notch innovative talents has become the greatest variance explaining variable of national scientific and technological strength,and an important focal point and indicator in the competition of national competitiveness(including institutional advantages).However,cultivating top-notch innovative talents is not just a partial and technical mater,but a systemic reform involving concepts,systems,methods,technologies,resources,and other elements.First of all,we should be wary of the traditional path of"formal training"and should not focus on the identification,screening,and training of top innovative abilities.Secondly,the focus of top-notch innovative talents cultivation is not to select a small number of students for individual cultivation,but to change the overall education pattern for the majority of students,and to create a diversified evaluation system that is conducive to the emergence of various students.Finally,the priority of top-notch innovative talents cultivation is to improve the quality of postgraduate training and to consider the postgraduate stage as the key stage of cultivating top-notch innovative talents,which will lead to the quality improvement of the whole talent development chain.
