摘要
成渝地区肩负构筑长江上游生态屏障的重要使命,也承担长江经济带上下游共抓大保护的连接作用。基于成渝地区水生态的现状特点和主要问题,对标推进成渝地区双城经济圈发展的战略定位,分析了成渝地区水生态安全保障的总体思路、总体布局,提出了加强河湖生态空间管控、加强水源涵养与水土保持、推进河流生态廊道建设、强化三峡库区生态综合治理、挖掘提升水文化等方面的措施建议,为推进成渝地区水安全保障提供参考。
The Chengdu-Chongqing region has an important ecological status,bearing the important mission of building an ecological barrier in the upper reaches of the Yangtze River and connecting the upper and lower reaches of the Yangtze River Economic Belt.Based on the current characteristics and main problems of water ecology in the Chengdu-Chongqing region,this paper analyzes the general idea and overall layout of water ecological security in the region to promote the strategic positioning of the development of the Chengdu-Chongqing economic circle.Measures and suggestions are proposed to strengthen the ecological space control of rivers and lakes,water conservation and water and soil conservation,promote the construction of river ecological corridors,strengthen the comprehensive ecological management in the Three Gorges reservoir area,and explore and improve water culture,which can provide a reference for promoting water security in the Chengdu-Chongqing region.
