摘要
基于DEA-Malmquist指数模型对我国2016-2020年高等教育财政经费支出效率进行了静态和动态综合评价。研究结果表明:我国高等教育财政经费支出效率整体水平不高,大多数省份为非DEA有效,规模效率对财政经费支出效率的变动作用明显。高等教育财政经费支出效率存在显著的地区差异性,整体表现为中部地区高等教育财政经费支出效率明显优于东、西部地区;东部地区财政性经费支出规模报酬递减效应逐渐凸显并扩大。最后,从加大财政经费投入规模,分区实行差别化战略,完善经费支出绩效管理制度等方面提出提升高等教育财政经费支出效率的政策建议。
Based on DEA-Malmquist index model,this paper conducts a static and dynamic comprehensive evaluation on the efficiency of higher education financial expenditure from 2016 to 2020 in China.The results show that the overall level of fiscal expenditure efficiency of higher education in China is not high,most provinces are non-DEA efficient,and scale efficiency has a significant effect on the efficiency of fiscal expenditure.There are significant regional differences in the efficiency of higher education fiscal expenditure,and the overall performance is that the efficiency of higher education fiscal expenditure in the central region is obviously better than that in the eastern and western regions.The effect of diminishing returns on the scale of fiscal expenditure in eastern China is gradually prominent and expanding.Finally,the paper puts forward some policy suggestions to improve the efficiency of higher education financial expenditure from the aspects of enlarging the scale of financial expenditure,implementing differentiated strategy in different areas and perfecting the performance management system of expenditure.
