摘要
文章基于突发重大疫情事件场景,探讨科技情报的属性,界定科技情报的内涵,明确重大疫情防控中科技情报承担的4种任务角色,并由此探析科技情报属性、任务角色与服务能力之间的内在关系,进而构建科技情报应急服务机制。面向重大疫情防控的科技情报应急服务能力提升重点在于优化控制科技情报流,主要宗旨在于建立科技情报应急服务开放共享机制,关键在于建立科技情报应急服务决策转化机制。
Based on the scenarios of sudden major epidemic events,this article discusses the attributes of scientific and technological intelligence,defines the connotation of scientific and technological intelligence,and identifies four task roles.From this,it analyzes the internal relationship between intelligence attributes,task roles,and service capabilities,and constructs an mechanism for emergency service.The key to improving the capability of scientific and technological information emergency services for epidemic prevention and control is to optimize the flow of scientific and technological information.The main purpose is to establish an open sharing mechanism for scientific and technological information emergency services,and the key is to establish a decision-making and transformation mechanism for scientific and technological information emergency services.
