摘要
绿色转型是推动民族地区经济社会高质量发展的必然选择。长期以来,由于传统发展模式造成的经济与生态的彼此分割,民族地区绿色转型发展面临着一系列的困难与问题。民族地区绿色转型的重点应放在生产方式的绿色化上,构建绿色、低碳、循环的经济体系和推进绿色消费;难点是缺乏技术支撑、发展与保护之间的矛盾突出、绿色发展的理念滞后;其转型的主要任务是提高资源利用效率、发展低碳绿色产业、保护生态环境、转变生活方式和消费观念。民族地区绿色转型应遵循先易后难、先急后缓、循序渐进的原则,政府及相关部门应积极引导和支持,发挥好宏观政策的导向功能和政策体系的支撑作用。
Green transformation is an inevitable choice to promote high-quality economic and social development in ethnic minority areas.However,for a long time,due to the separation of economic and social ecology caused by the traditional development mode,the green transformation development of ethnic minority areas is faced with a series of difficulties and problems.On the basis of the necessity of green transformation in ethnic minority areas,this paper focuses on the key points,difficulties and main tasks of green transformation in ethnic minority areas.According to the study,the key points of green transformation in ethnic minority areas should be the green mode of production,the construction of green,low-carbon,circular economic system and the promotion of green consumption.The difficulties of green transition are lack of technical support,prominent contradiction between development and protection,and lagging concept of green development.The main tasks of the transformation are to improve the efficiency of resource utilization,low-carbon and green industries,protect the ecological environment,and change the way of life and consumption concept.Green transformation in ethnic areas should follow the principles of“easy ones first and difficult ones later”,“urgent ones first and gradual ones later”,and incremental progress.The government and relevant departments should actively guide and support,and play a good role in guiding macro policies and supporting the policy systems.
