基于电-碳耦合运行的碳中和区光储联合转型规划 被引量:3

Joint Transformation Planning of Photovoltaic and Storage in Carbon Neutralization Area Based on Electric-carbon Coupling Operation

摘要 双碳目标为我国碳减排进程提出了明确要求,但各地区尚缺乏完整的能源转型规划方案。为此,依托整县屋顶分布式光伏开发试点,考虑能源行业的电气化转型,建立了考虑碳中和约束的两阶段鲁棒规划模型。首先,根据土地利用信息以及能流图理论建立地区碳汇、碳源核算体系,并根据区域碳中和约束提出多时间尺度碳承载指标。然后,在第一阶段决策电气化转型比例以及电网规划方案,在第二阶段通过计及光伏、负荷以及碳汇不确定性的电-碳耦合运行模拟决定运行变量,有效处理运行层面不确定性对规划结果的影响。而后,采用列约束生成算法求解,实现转型路径的规划。最后,基于广东某县级区域进行算例仿真,验证了所提方法的有效性。结果表明,所提模型能够优化区域能源结构、降低净碳排放量,进而实现地区碳中和目标,并为政府制定能源转型政策提供科学支撑。 To achieve the goal of carbon peaking and carbon neutralization,the requirements for China's carbon emission reduction process are clearly put forward;however,there is still a lack of complete energy transformation planning scheme in various regions.Therefore,relying on the whole county's roof distributed photovoltaic development pilot and considering the electrification transformation of the energy industry,this paper establishes a two-stage robust planning model considering carbon neutrality constraints.Firstly,according to the land use information and the theory of energy flow diagram,the regional carbon sink and carbon source accounting system is established,and the multi-time-scale carbon index is proposed for the operation of the carbon network.Then,in the first stage,the electrification transformation proportion and the power grid planning scheme are decided.In the second stage,the operation variables are determined through the electricity carbon coupling operation simulation with taking into account the uncertainty of photovoltaic,load and carbon sink,so as to effectively deal with the impact of the uncertainty at the operation level on the planning results.Moreover,the column constraint generation algorithm is used to solve the transformation planning.Finally,a simulation example based on a county level region in Guangdong Province verifies the effectiveness of the proposed method.The results show that the proposed model can optimize the regional energy structure,reduce net carbon emissions,thereby promoting the achievement of regional carbon neutrality goals.The results can provide scientific support for the government to formulate energy transformation policies.
