我国智慧体育场馆数据治理体系及联动策略 被引量:10

Data Governance System and Linkage Strategy of Smart Stadiums and Gymnasiums in China

摘要 智慧体育场馆数据治理是激发体育领域应用技术开发、服务模式创新和管理效率提升的重要内容,也是高质量构建体育数据要素市场的关键环节。采用文献资料法、逻辑分析法和专家访谈法等研究方法,对我国智慧体育场馆数据治理的内涵、逻辑、框架和策略进行了深入分析。智慧体育场馆数据治理的本质在于打通数据壁垒、保障数据安全和释放数据价值,具有自身的理论逻辑、价值逻辑和实践逻辑。研究构建了包括顶层设计、治理环境、治理内容、治理流程和治理目标等5个模块在内的实践框架。在此基础上,提出了完善数据治理规章制度、成立数据治理专项小组、开发数据治理统一平台、构建数据治理多元主体和实现数据治理动态评估等具体治理策略。 Smart stadium data governance is a significant factor in fostering the development of application technology,the creation of service models,and the enhancement of management efficiency in the sports industry,as well as a vital connection in establishing a market for high-quality sports data elements.Using the literature review,logical analysis,and the expert interviews,a comprehensive analysis of the connotation,logic,framework,and strategy of data governance in China's smart stadiums is conducted.With its own theoretical logic,value logic,and practical logic,the essence of smart stadium data governance consists of removing data barriers,ensuring data security,and unleashing data value.This study develops a framework consisting of five modules:top-level design,governance environment,governance content,governance process,and governance objectives.On this basis,specific governance strategies are proposed,such as improving data governance regulations,establishing a special data governance team,developing a unified platform for data governance,constructing multiple data governance subjects,and realizing dynamic evaluation of data governance.
