流域水质精细化治理思路 被引量:1

摘要 从实体工程建设、数字孪生技术应用和司法管理措施改进3个方面探讨了基于流域尺度的水质精细化治理思路。实体工程建设以控源截污和内源治理为主,并针对水体质量及其流动性特点,联合活水循环、清水补给、水质净化和生态修复相关技术对策提升水质;同时,在水务系统关键节点同步配套安装在线仪表,构建水务感知系统。数字孪生技术则用于有序搭建由智能感知层、网络设施层、数据分析层、智慧应用层、数据安全层组成的可视化智慧水务平台。司法管理单位促进多元协同决策,形成一站式管理工作模式,完善流域生态环境治理决策权、执行权和监督权的跨部门联合行使模式。 This paper discusses refined governance of basin water quality from three aspects of practical engineering construction,application of digital twin technology and promotion of judicial administration measures.The construction of practical projects focuses on source control&pollution interception and endogenous treatment.According to the characteristics of water quality and fluidity,the water quality will be improved by combination of flowing water circulation,clean water supply,water quality purification and eco-restoration;In addition,on-line instruments is installed at key nodes of the water system synchronously to build the water perceptual system.At the same time,digital twin technology is used to build a visual intelligent water service platform composed of intelligent perception layer,network facilities layer,data analysis layer,intelligent application layer and data security layer.The judicial administration promote multiple collaborative decision-making to form a one-stop management work mode,improve the trans-department joint exercise model of decision-making power,execution power and supervision power in terms of ecological environment renovation in the basin.
