摘要
高校基建工程普遍存在建设程序复杂、内部手续烦琐、现场情况多变、工期要求紧张等特点,同时,受到功能多样、环境多变、信息不对称等影响,管理工作稍有偏差,就容易出现工程延期、造价增加等问题。继续采用传统模式管理基础建设项目,无法适应当今高校的快速发展。本文以浙江某高校2个EPC项目为例,归纳总结EPC模式下高校基建项目遇到的问题和风险点,并结合实践经验探讨了提高项目管理人员风险防控意识和抵御风险能力,降低项目不合理变更和风险纠纷概率的相应防范对策。
College infrastructure projects are generally characterized by complex procedures,cumbersome internal formalities,changing site conditions and tight schedule.Meanwhile,due to the influence of diverse functions,changing environment,and information asymmetry,a slight deviation in management is likely to lead to project delay and cost increase.The traditional infrastructure management mode cannot satisfy the requirements of today’s universities.In this view,this paper takes two EPC projects of a university in Zhejiang as an example,summarizes the problems and risks encountered in university infrastructure projects under EPC mode,and puts forward corresponding countermeasures in terms of enhancing the awareness of risk prevention and control and risk-resistance capability of relevant personnel,and reducing the probability of unreasonable changes and risk disputes.
