摘要
国家社科基金具有重要导向意义,对其质量和绩效的研究有利于提高国家社科基金效益。文章利用“十三五”结项的国家社科基金项目数据,从项目类别、学科、地域、所在系统及研究机构等维度分析结项数量、质量、研究周期等质量和绩效特征。结果表明:“十三五”期间,国家社科年度项目结项率和结项优良率不高;结项项目的平均研究周期较长;不同项目类别、学科、地域以及所在系统的结项特征呈现差异特征。未来,应更加重视结项,加强结项研究,对不同区域、学科、系统和机构针对性管理,从而更好地发挥国家社科项目的引领和支撑作用。
National Social Science Fund(NSSF)has important guiding significance,and the research on its performance is beneficial to improve its quality.Based on the finished projects data of the NSSF during the“13th Five-Year Plan”,the paper analyzes the structural characteristics of the quantity,quality and period of the project from the aspects of project category,discipline,region,system and institution.The results show that during the“13th Five-Year Plan”period,the finished rate of National Social Science Fund projects is relatively high,but the excellent rate needs to be improved.The average research period of the project is longer.Different project categories,disciplines,regions and the system exhibit different characteristics of project completion.In the future,more attention should be paid to project performance,targeted management should be conducted for different regions,disciplines,systems and institutions,so as to better play the leading and supporting role of NSSF.
