赋权稳压与激励调适:地方营商环境建设何以有效开展?——基于A市的案例观察 被引量:7

Empowerment and Stress Stabilization&Incentive Adjustment:How the Local Governments Improve Business Environment?-A Case Study Based on A City

摘要 营商环境建设作为当前中国地方政府改革的实践前沿,其从政策倡议转变为政策行动的关键在于政府各部门间的有效协同。与既有研究较常关注的知识领域单一和执行主体明确的跨部门协同任务相比,营商环境建设的知识复杂性和执行主体不明确对科层组织运作形成了新的挑战。基于A市营商环境建设的案例分析表明,当面对营商环境建设的新任务与既有跨部门协同问题叠加时,地方政府统筹部门采用了“赋权稳压”和“激励调适”两种机制——前者通过对部门择优赋权来高效传导压力,并在任务过程中将外部压力稳定输入跨部门协同组织运作之中;后者则通过重塑部门激励结构,消解因部门利益化与知识壁垒导致的集体行动困境和外部监督难题——最终推动营商环境建设有效开展。 As the practical frontier of local government reform in China,effective cross-departmental collaboration is the key to transforming business environment optimization from policy initiative to policy action.Compared with the cross-departmental collaboration tasks with a single knowledge domain and clear policy implementers that existing research often focuses on,the knowledge complexity and unclear policy implementers of business environment improvement poses a new challenge to the operation of bureaucracy.The case study of optimizing the business environment in A city shows that when the difficulties of new business environment tasks overlap with the existing cross-departmental collaboration challenges,the coordinating department in local government adopts two mechanisms including"empowerment and stress stabilization"and"incentive adjustment".The former selects appropriate departments and empowers them in order to transfer pressure efficiently and steadily transmits external pressure into the operation of cross-departmental collaborative organizations,while the latter reshapes the incentive structures of the departments to resolve collective action dilemmas and the difficulties of external monitoring caused by departmental self-interests and knowledge barriers.The combined use of the two mechanisms has helped to improve the local business environment.
