日本对非洲教育援助的进程、举措与特征 被引量:2

The Process, Measures and Characteristics of Japan's Education Assistance to Africa

摘要 国际教育援助是日本对外关系的重要组成部分,受其国内政治、经济利益的驱动与影响,历经七十年的发展与调整,日本教育援助的重点逐渐向非洲转移,“软”援助比例增加,涵盖基础教育、职业技术教育和高等教育等领域。在教育援非实践中,日本结合自身发展经验和比较优势以及非洲国家的现实需求,提出一套独特的援助哲学,其教育援助的主要特征表现在:服务日本外交战略,谋求国家利益;尊重非洲国家自力更生,实现自主发展;借由经验分享的援助路径,扩大品牌效应;构建多方参与的援助合作网络,推动亚非之间的南南合作;采取成果导向的援助评估机制,确保援助成效。 The international education assistance is an important part of Japan's diplomatic relations.In the past 70 years,driven and affected by its domestic political and economic interests,the focus of Japan's education aid has gradually shifted to Africa and the proportion of"soft"aid has been increased.Japan gave a foremost priority to basic education,vocational and technical education and higher education in its education aid to Africa.In the practice,Japan put forward a unique aid philosophy based on its own development experience,comparative advantages and the realistic demands of African countries.The main characteristics of Japan’s education assistance are as follows:servicing Japan’s diplomatic strategy to obtain national interests;respecting African countries’self-help efforts to achieve self-reliant development;expanding the aid effects through experience-sharing assistance path;building a multiparticipatory cooperation network and promoting South-South cooperation between Asia and Africa;adopting a results-oriented aid evaluation mechanism to ensure aid effectiveness.
