摘要
本文从编制办法、费用水平、工料机消耗等多个方面对比分析了公路工程和铁路工程的概预算编制体系的差异,得出结论为:工程费用组成上,公路相对铁路工程多了专项费用,且措施费包含内容有所不同,其余费用组成内容二者基本一致,但计算基数及取费有一定差异;费用方面,在公路体系下计算得到的工程费用高于铁路工程,其中人工费和机械费的差异比较明显,材料费二者大致相当;措施费和间接费方面,公路的措施费整体上低于铁路工程;而由于计算基数和取费的差异,公路的间接费远高于铁路工程。
This paper compares and analyzes the differences between the budgetary estimate compilation system of highway engineering and national railway from the aspects of compilation method,cost level,material and machine consumption.The conclusion is as follows in terms of project cost composition,highway includes special project but national railway does not.and the content of the measure fee varies.Besides,the contents of the costs are basically the same,but there are some differences in the calculation base and rates.In terms of cost,the engineering cost calculated under the highway system is higher than that of the national railway,among which the difference between labor cost and machinery cost is obvious,and the material cost is roughly the same.In terms of measure fee and indirect fee,the measure fee of highway is generally lower than that of national railway;due to the difference between the calculation base and the rates,the indirect fee of the highway is much higher than that of the national railway.
