摘要
【目的】为推进农业科技成果更有效地转化,构建稳定的转化模式及科学合理的利益分配机制。【方法】通过实地调研四川省农业科技成果转化涉及的相关主体,总结典型的转化模式,综合考虑参与主体的风险承担、技术创新、合作程度等因素,构建修正Shapley值法的农业科技成果转化利益分配模型,对农业科技成果转化中各主体的利益分配机制进行理论与实证分析。【结果】(1)政府、科研单位、农业企业、经销商/零售商、村集体经济组织、合作社/家庭农场/农户等农业科技成果转化主体之间已形成了包括公益性、经营性和扶贫性等多项农业科技成果转化模式,不同模式下各合作主体之间资源共享、优势互补、协同发展,有利于降低交易成本、提高专业分工效率、实现规模经济和范围经济,创造出更高的整体收益和个体收益。(2)构建以农业企业为主导的农业科技成果转化模式,可以形成更高的科技资源配置效率,有利于推进农业科技成果转化。(3)修正后的利益分配方法由于纳入了参与主体风险承担、技术创新和合作程度的影响,更符合实际且有利于合作的长期稳定。【结论】通过加大对农业企业主导科技创新的政策支持,增强不同主体间合作创新的协同作用,建立科学合理的利益分配机制,有利于推动农业科技成果有效转化。
【Objective】The present paper aimed to promote the more effective transformation of agricultural scientific and technological achievements, it is necessary to build a stable transformation model and a scientific and reasonable profit distribution mechanism. 【Method】The paper summarized the typical transformation models through field research on the relevant subjects involved in the transformation of agricultural scientific and technological achievements in Sichuan province. Considering the risk-taking, technological innovation and cooperation degree of participants, the paper constructed a benefit distribution model for the transformation of agricultural scientific and technological achievements based on the modified Shapley value method, and made a theoretical and empirical analysis on the benefit distribution mechanism of each subject in the transformation of agricultural scientific and technological achievements. 【Result】(i) Government, research institute, agricultural enterprises, dealers/retailers, village collective economic organizations, cooperatives/family farms/farmers have formed the transformation models of public welfare, operation and poverty alleviation. Resource sharing, complementary advantages, and coordinated development among cooperative entities in different models were conducive to reducing transaction costs, improving the efficiency of professional division, realizing economies of scale and scope, and creating higher overall returns and individual benefits.(ii) Constructing a transformation model of agricultural scientific and technological achievements led by agricultural enterprises formed a higher efficiency of scientific and technological resource allocation and promoted the transformation of agricultural scientific and technological achievements.(iii) The revised benefit distribution method was more realistic and conducive to the long-term stability of cooperation due to the inclusion of the influence of risk-taking, technological innovation and cooperation degree of participants. 【Conclusion】By increasing policy support for agricultural enterprises leading scientific and technological innovation, enhancing the synergy of cooperative innovation among different subjects, and establishing a scientific and reasonable benefit distribution mechanism, it is conducive to promoting the effective transformation of agricultural scientific and technological achievements.
