摘要
本文对公共卫生工作绩效评价指标体系构建问题进行分析,首先对基本公共卫生服务工作特点进行研究,包括服务内容多,服务对象广以及中央地方共同承担经费责任,投入力度持续增加这两个方面的内容。然后对基本公共卫生服务绩效评价重点进行阐述,包括绩效评价将公共卫生服务政策目标作为关注对象、绩效评价应当充分反映服务供给在各个环节中存在的问题。在此基础之上,对公共卫生服务绩效评价指标体系优化方向进行分析,最后侧重探讨绩效评价指标体系优化思路,包括组织管理、资金管理、项目实施以及政策实施效果4个方面,希望能引起相关人员的重视。
This article analyzes the construction of a performance evaluation index system for public health work.Firstly,it studies the characteristics of basic public health service work,including multiple service contents,wide service targets,and the joint responsibility of central and local governments for funding,with continuous increase in investment.Then,the focus of performance evaluation on basic public health services will be elaborated,including two issues:performance evaluation focuses on public health service policy objectives,and performance evaluation should fully reflect the problems in service supply in each link.On this basis,the optimization direction of the performance evaluation index system for public health services is analyzed,and finally,the focus is on exploring the optimization ideas of the performance evaluation index system,including organizational management,fund management,project implementation,and policy implementation effectiveness,hoping to attract the attention of relevant personnel.
