摘要
人才是乡村振兴的核心要素,吸引人才回流与培育本土人才是人才振兴的两种途径。本文以湖南省攸县渌田镇返乡能人的创业过程为考察对象,分析了劳务型能人、经济型能人、农技型能人参与乡村振兴的路径以及发挥的作用,进一步讨论返乡创业模式引领乡村人才振兴的机制。研究表明,农村产业与人才的良性互动是人才振兴的基本逻辑。能人返乡创业改变了农村生产要素匮乏的困境,带动了产业的转型升级;产业兴旺进一步吸引各类专业人才的回归。然而,高度依赖返乡创业能人的个人能力,村庄很难实现可持续发展。
Talent is the core element of rural revitalization,attracting talent return and cultivating native people are two ways to revitalize talent.Taking the entrepreneurial process of returnee talented persons in Lutian Town of You county as the object of investigation,this paper analyzes the path and role of the participation of labor-talented persons,economically talented persons and agricultural-skilled talented persons in rural revitalization.Further,it discusses the mechanism by which the returnee entrepreneurial model leads to the revitalization of rural talented persons.The research shows that the positive interaction between rural industry and talents is the basic logic of revitalizing talents.The return of talented people to start their own businesses has changed the plight of the lack of production factors in rural areas and promoted the upgrading and transformation of industries.Industrial development further attracts the return of various professional talents.However,it is difficult for villages to achieve sustainable development depending on the individual ability of returning entrepreneurs.
