我国湿地占补管理的若干思考与建议 被引量:1

摘要 强化湿地占补管理是确保湿地面积不减少、湿地生态功能不降低的重要保障。通过分析我国湿地生态保护新形势以及地方湿地占补管理的实践现状,探讨了当前面临的湿地定义内涵不清晰、湿地管理体制及考核要求不完善、一般湿地占补管理规则不明确、补充湿地的质量相当要求难落实、湿地修复资金来源渠道单一等问题。基于此提出以下建议:侧重湿地本质特征界定湿地定义;基于湿地生态功能内涵,合理确定湿地分类和湿地管理边界;构建“政府主导、林业综合协调、分部门实施”的湿地管理协调机制;建立规范的湿地占补管理程序与规则;制定湿地生态修复及质量评价技术规范;构建湿地生态修复市场化机制。 Strengthening land occupation and compensation for wetland is an important guarantee to ensure that the area of wetlands is not reduced and the ecological functions of wetland are not degraded.New situation of wetland ecological protection and the current situation of local wetland subsidy management in China were investigated to explore the problems of unclear definition of wetland,imperfect wetland management system and assessment requirements,unclear management rules for wetland land-occupation and compensation,implementation difficulties of the quality requirements of supplementary wetlands,and limited funding channels for wetland restoration.Suggestions were proposed as:1)focus on the essential characteristics of wetland to define wetland;2)based on the connotation of wetland ecological functions,reasonably determine the classification of wetlands and the boundaries of wetland management;3)establish a wetland management coordination mechanism that is"government-led,comprehensive forestry coordination,and agency-based implementation";4)establish standardized wetland land-occupation management procedures and rules;5)formulate technical rules for wetland ecological restoration and quality evaluation;6)establish a market-oriented mechanism for wetland ecological restoration.
