摘要
健全高校干部担当作为激励机制对建设高素质专业化干部队伍、推动全面从严治党向纵深发展、促进新时代高校事业高质量发展具有重大现实意义。以高校干部为研究对象,在分析高校干部担当作为激励机制建构价值意蕴和基本原则基础上,按照“激励约束并重”“厚爱严管结合”的干部管理方针和原则,从赋能机制、容错保护机制、监督考察机制、考核晋升机制等维度构建“四维一体”高校干部担当作为激励机制。
Improving the incentive mechanism of responsibility of cadres in colleges and universities is of great practical significance to build a high-quality professional cadre team,promote the comprehensive development of strict party management in depth,and enhance the high-quality development of colleges and universities in the new era.Taking college cadres as the research object,on the basis of analyzing the value implications and basic principles of the incentive mechanism of responsibility of cadres in colleges and universities,and in accordance with the cadre management policy and principles of“paying equal attention to incentives and constraints”and“combining love and strict management”,the“four-dimension in one”incentive mechanism of responsibility of cadres in colleges and universities is constructed from the dimensions of empowerment mechanism,fault-tolerant protection mechanism,supervision and inspection mechanism,assessment and promotion mechanism.
