摘要 为对城市安全领域科技项目开展科学、准确的成果评价,文章以国家对科技成果评价的相关法规与标准为指引,结合城市安全领域项目成果的特点,基于公共安全领域的三角形理论及科技评价的逻辑模型,分析了城市安全领域科技成果产出及发挥成效的逻辑机理,基于逻辑机理构建了评价框架,包括知识产出、成果扩散、城市安全防控效果、更广泛的经济和社会影响4个维度。在此基础上,文章运用德尔菲法和层次分析法筛选了评价指标,并确定指标权重,形成了完善的评价指标体系,以期为后期相关评价机构开展城市安全领域的科技项目成果评价提供参考和借鉴。 In order to carry out scientific and accurate achievement evaluation of projects in the field of urban safety,the article analyzes the logical mechanism of the output and effectiveness of scientific and technological achievements in the field of urban safety,guided by the relevant national regulations and standards for the evaluation of scientific and technological achievements,combined with the characteristics of project achievements in the field of urban safety,based on the public security triangular theory and the logical model,based on the logical mechanism,the evaluation framework is constructed,including four dimensions of knowledge production,achievement diffusion,urban safety prevention and control effect and economic and social impact.On this basis,the delphi method and analytic hierarchy process are used to screen the evaluation indexes,determine the index weight and form a perfect evaluation index system,in order to provides reference and reference for the later relevant evaluation institutions to carry out the evaluation of scientific and technological projects in the field of urban safety.
