摘要
南京都市圈是全国首个获得国家层面批复的跨省域都市圈,是未来城市集聚发展的典型示范,人才一体化对南京都市圈高质量发展具有重要意义。当前,南京都市圈人才一体化发展格局初步形成,人才一体化发展实践成果突出,人才一体化公共服务水平得到有效提升,但是人才政策体系尚不健全,各城市和地区引才育才步调不一致,各城市和地区配套服务差异较大,不利于南京都市圈人才一体化效能发挥。为了激发人才效能,助力南京都市圈高质量发展,建议推动政策完善一体化,形成人才工作合力;推动引才育才一体化,打造人才发展高地;推动服务优化一体化,促进人才柔性流动。
Nanjing Metropolitan Circle is not only the first cross-provincial metropolitan area in China but also a typical model for the future development of urban agglomerations.The integration of talents is of great significance to the high-quality development of Nanjing Metropolitan Circle.At present,Nanjing Metropolitan Circle has constructed its talent-integrated development pattern and achieved outstanding results,meanwhile,the public service for talent integration has been effectively improved.However,the talent policy system is not yet sound,the pace of talent introduction and cultivation in different cities is inconsistent,and the support services in different cities differ greatly,which is not conducive to the effectiveness of talent integration in Nanjing Metropolitan Circle.In order to stimulate the efficiency of talents and promote the high-quality development of Nanjing Metropolitan Circle,it is recommended to improve policy integration to form a common force for talent work,promote the integration of talent introduction and cultivation to create a talent development highland,and optimize service integration to facilitate the flexible flow of talents.
