摘要
目的:通过分析长春市疾病预防控制中心人力资源的配置情况,了解长春各级疾控卫生人力资源发展现状,并结合实际探讨出优化疾控卫生人力资源配置的方法及政策建议。方法:收集长春市2023年各级疾控机构在职在岗人员的总量、年龄、工龄、学历和职称等基本数据资料进行分析,运用χ2检验对各级疾控机构的不同特征的人才队伍的建设差异情况进行比较分析。结果:2023年长春市疾病预防控制机构共有1352人;年龄主要集中在35~54岁,占57.70%;工龄占比最高的为工龄≥30年的人员,共530人,占39.20%;学历分布以大学本科及大专为主,共占68.12%;在职人员的职称主要以初级和无专业技术级别为主,共占66.56%。各级相关机构在职疾控人员特征比较,差异有统计学意义(P<0.05)。结论:长春市疾病预防控制机构人力资源配置总体情况较好,但仍存在人员结构偏老龄化、中层干部“断层”和县区级地区疾控人员学历层次不高等问题。
Objective By analyzing the allocation of human resources in the Changchun Center for Disease Control and Prevention,this study aims to understand the current development status of human resources for disease control and prevention at all levels in Changchun,and explore methods and policy recommendations for optimizing the allocation of human resources for disease control and prevention based on actual situations.Method The Chi-square test was used to compare and analyze the differences in the basic data of the total number,age,length of service,educational background and professional title of the employees in all levels of CDC in 2023 in Changchun City.Results In 2023,there were a total of 1352 people in the disease prevention and control institutions in Changchun City;The age is mainly concentrated between 35 and 54 years old,accounting for 57.70%;The personnel with the highest proportion of working experience are those with a working experience of≥30 years,with a total of 530 people,accounting for 39.20%;The distribution of educational qualifications is mainly undergraduate and associate degrees,accounting for 68.12%;The professional titles of in-service personnel are mainly at the junior and non-professional technical levels,accounting for a total of 66.56%.There was a statistically significant difference in the characteristics of in-service disease control personnel in relevant institutions at all levels(P<0.05).Conclusion The overall situation of human resource allocation in disease prevention and control institutions in Changchun City is good,but there are still problems such as an aging personnel structure,a"gap"in middle-level cadres,and low educational levels of disease control personnel at the county and district levels.
