摘要
基于2007-2017年我国省级地方官员更替数据,运用动态面板估计模型,分析不同地方官员变更条件下金融分权化改革对地区全要素生产率的影响。研究发现,完善地方官员异地交流制和深化金融分权化改革的结合,能够有效提高地区全要素生产率。在地方官员正常任职的条件下,金融分权化改革的推进能够显著提高地区全要素生产率;地方官员更替强化了金融分权对地区全要素生产率的提升作用。进一步的分析发现,中央—地方间金融分权和政府—市场间金融分权对技术进步、纯技术效率和规模效率的提升效果能够起到相互补充的作用。因此,完善官员异地交流制度,有序推进并协调配合不同层面的金融分权化改革,既有助于防范和化解地方金融风险,更有助于提高地区全要素生产率,从而推进我国经济高质量发展。
Based on the turnover data of provincial officials in 2007-2017,this paper uses the dynamic panel estimation model to analyze the impact of financial decentralization reform on regional total factor productivity(TFP) under different local official changes.It is found that improving the exchange system of local officials and deepening the reform of financial decentralization can effectively improve regional TFP.Specifically,under the condition of local officials' normal employment,the promotion of financial decentralization reform can significantly improve regional TFP;the replacement of local officials strengthens the role of financial decentralization in improving regional TFP.Further analysis shows that the financial decentralization between central and local government and the financial decentralization between government and market can play a complementary role in the promotion of technological progress,technological efficiency and scale efficiency.Therefore,improving the system of officials' communication in different places,orderly promoting and coordinating the financial decentralization reform at different levels can not only help to prevent and resolve local financial risks,but also help to improve the regional TFP,which promotes high-quality economic development in our country.
