摘要
在分析各地既有建筑改造指南基础上,明确可行性综合评估的详细定义和“分类施策”及“一票否决”原则,总结了三个评估要点,对具体内容及流程进行了梳理。根据既有建筑改造在福建地区的六个实际案例进行梳理,对如何有效分析既有资源,如何在评估中兼顾经济性、安全性、可行性做详细分析,得出可行性综合评估在错综复杂的既有建筑改造的建设前期过程中,是必不可少的结论,建议在各地的既有建筑改造政策流程中予以明确要求。
Based on the analysis of existing building renovation guidelines in various regions,the paper definition Comprehensive feasibility assessment,clarified the principles of“Classified strategiess”and“One vote veto”.Three evaluation points were summarized,and the specific content and process were sorted out.Based on six practical cases of existing building renovation in the Fujian region,detailed analysis how to effectively analyze existing resources,and how to balance economic,safety,and feasibility in the evaluation,the paper draw a conclusion,Comprehensive feasibility assessment is essential in the early stage of the complex construction process of existing building renovation.The paper suggestions,in the policy process of existing building renovation,Comprehensive feasibility assessment should be essential and necessary.
