摘要
科技成果评价是成果转化过程中重要的环节,但发展至今仅技术评价的指标体系相对成熟,缺乏可操作的市场指标体系,成果评价依然存在过渡依赖专家、缺少数据支撑、未通过市场验证等问题。为了提高转化效率,文章利用波士顿矩阵的模型,以技术成熟度为技术评价指标,通过层次分析法建立市场评价指标,构建技术与市场结合的评价体系模型。并以电池正极材料技术为例,通过收集成果与市场信息,建立可量化、可操作、可视的评价指标体系,为科技成果供需双方提供科学决策的依据。
The evaluation of scientific and technological achievements is an important link in the process of transformation of achievements.However,the index system for technical evaluation is relatively mature and lacks an operable market index system.The evaluation of achievements still has problems such as excessive dependence on experts,lack of data support,and failure to pass market verification..In order to improve the conversion efficiency,the article uses the Boston matrix model,takes technology maturity as the technical evaluation index,establishes the market evaluation index through the analytic hierarchy process,and builds an evaluation system model combining technology and market.Taking battery cathode material technology as an example,by collecting results and market information,a quantifiable,operable,and visual evaluation index system is established to provide scientific decision-making basis for both supply and demand of scientific and technological achievements.
