摘要
特色村落富集地区作为拥有较高价值资源的地域,在乡村振兴中承担着发展的重任,如何在国土空间规划实践中落实此类地区的乡村振兴有待讨论。面对传统乡村规划的整体性、系统性及实施性不足,特色村落富集地区的国土空间规划策略需要发生价值理念和规划方法的转变,认识到特色乡村资源的多元价值,以及空间层次更丰富的规划策略的必要性。本文以贵州省黔东南苗族侗族自治州为特色村落富集地区的典型案例,基于乡村多元价值的识别,构建分层分类的乡村空间体系,在此基础上制定不同层次的空间管控策略和规划传导要求,推进乡村振兴。
The characteristic village enrichment areas with high value resources undertake the important development task in rural revitalization.It remains to be discussed how to implement the rural revitalization in such areas in the practice of territorial spatial planning.Facing the lack of integrity,systematism and implementation of traditional planning,the value concept and planning method should be changed in the territorial spatial planning strategies in the characteristic village enrichment areas,and the multi-value of the characteristic village resources and the necessity of planning strategies with more spatial levels should be recognized.This paper takes Qiandongnan Miao and Dong Autonomous Prefecture of Guizhou Province where villages are enriched with characteristics as a typical case.Based on the recognition of multiple rural values,a hierarchical and classified spatial regulation system is constructed.On this basis,spatial regulatory strategies and planning transmission requirements at different levels are formulated to promote rural revitalization.
