摘要
加快建设农业强国,是党中央立足“三农”实际,在全面推进乡村振兴征程上作出的重大战略部署。科学认识农业强国建设的重大意义和内涵要求,把握好当前农业强国建设的现实基础,研究提出加快推动农业强国建设的政策举措,具有重要现实意义。本文从国内生产保供、国际资源利用、科技装备、经营体系、全产业链、绿色发展、促进增收、政策预期等方面对农业强国的内涵要求进行剖析,并提炼总结我国现代农业发展取得的现实成效及面临的短板弱项。建议夯实国内农业生产保供基础,提升农业全球影响力和话语权,加快实现农业科技高水平自立自强,构建富有竞争力组织力的经营体系,增强农业产业链供应链韧性和安全水平,加快农业生产发展方式绿色转型,推动农民持续增收助力共同富裕,建立适应农业强国建设的体制机制。
Accelerating the construction of China's agricultural power is a major strategic deployment made by the Party Central Committee based on the reality of China's agriculture,rural areas,and rural people,and on the journey of comprehensive promotion of rural vitalization.It is important to scientifically discuss the significance,connotation,practical basis and policy initiatives of the construction of China's agricultural power.This paper analyzes the connotation and requirements of China's agricultural power in terms of domestic production and supply,international resource utilization,science and technology equipment,business system,whole industry chain,green development,farmers' income growth and policy expectations,and summarizes the achievements and shortcomings of modern agriculture development in China.The paper suggests to strengthen the foundation of domestic agricultural production to ensure supply,enhance the global influence and voice of agriculture,accelerate the realization of a high level of self-sustainability and self-improvement in agricultural science and technology,build a competitive and organizational business system,enhance the resilience and security of agro-industrial and supply chains,accelerate the green transformation of agricultural development,promote sustainable income growth of farmers to help common prosperity,and establish institutional mechanisms to adapt to the construction of China's agricultural power.
