摘要
健全完善教师交流轮岗机制以深入推进教师交流轮岗,是当前轮岗政策实施的关键。深入推进教师交流轮岗要以激励教师主动流动,发挥教师能量,促进城乡教育高质量融合发展为目标。量化问卷调查发现,教师总体上较为愿意参与交流轮岗,但还有进一步提升的空间;教师轮岗意愿受对轮岗的价值认识、流入校提供的资源、个体利益诉求及个体实力等多重因素的影响。基于对教育部门负责人、校长和轮岗教师的深度质性访谈发现,当前教师主要存在为寻求更大发展机会的主动轮岗、为评职评优进行的半主动轮岗、为满足职称要求的形式轮岗和为满足学校流动指标的被动轮岗四种轮岗行为。推进教师交流轮岗应结合当地城镇化发展现状,设置多元交流轮岗路径,确保教师交流轮岗政策的稳定性;激发教师积极主动参与交流轮岗;设置有效机制激励交流轮岗教师能量发挥。
The optimization of the mechanism for teacher rotation to improve teacher rotation remains the key to the practice of the policy for teacher rotation.The further promotion of teacher rotation needs to aim at encouraging teachers'active rotation,giving full play to their initiative,and improving the high-quality integrated development of urban and rural education.A questionnaire survey shows the following:On the whole,the teachers surveyed were willing to rotate,but their willingness needed to be enhanced;and their willingness to rotate was affected by such factors as their understanding of the value of teacher rotation,the resources from schools receiving rotating teachers,individual benefits,and individual strengths.Also,based on in-depth interviews with heads of educational administrations,school principals and rotating teachers,the authors find four types of teacher rotation:active participation in teacher rotation for greater opportunities for development,semi-active participation in teacher rotation for higher professional or honorary titles,formalized participation in teacher rotation for the requirements of professional titles,and passive participation in teacher rotation for the teacher rotation quota assigned to a school.To promote teacher rotation,we need to take diversified approaches to teacher rotation based on the current development of local urbanization,and ensure the stability of the policy for teacher rotation;stimulate teachers into active participation in teacher rotation;and establish an effective mechanism to motivate teachers to take an active part in teacher rotation.
