摘要
欠发达地区高质量教师队伍是高质量教育体系的重要组成部分,探究欠发达地区高质量教师队伍建设的政策模式有助于提升地方教育治理水平。当前欠发达地区初步形成了“规模扩容”“质量提升”“地位获得”的高质量乡村教师队伍政策模式,其带来的成效是各地乡村学校生师比有所下降,乡村学校师资不足的问题得到缓解;高学历和高级职称的乡村教师增多,乡村教师队伍的整体质量有所提升。但欠发达地区高质量乡村教师队伍建设在规模扩容上存在乡村学校教师编制管理的结构性困境,在质量提升上存在乡村教师培训匹配度与参与意愿不足的问题,地位获得的短板是乡村教师职业对年轻人的吸引力不足。未来欠发达地区应着力盘活教师编制存量资源,拓展乡村优质师资增量供给,大学参与乡村教师精准培训,促进新生代乡村教师在地化。
High-quality teachers in developing regions is an important part of high-quality education system.Exploring the policy model of high-quality teacher team construction in developing regions is helpful to improve the level of local education governance.At present,the policy model of high-quality rural teachers with“scale expansion,”“quality improvement”and“status acquisition”has been initially formed in developing areas.The effect is that the ratio of students to teachers in rural schools has declined,and the problem of insufficient teachers in rural schools has been alleviated.The number of rural teachers with high education and senior titles has increased,and the overall quality of rural teachers has improved.However,in the developing regions,there are structural difficulties in the management of rural school teachers in terms of scale expansion.In terms of quality improvement,there is a problem of insufficient matching and willingness to participate in rural teacher training.The short board of status acquisition is the lack of attraction of rural teachers to young people.In the future,developing regions should focus on revitalizing the stock resources of teachers,expanding the incremental supply of high-quality teachers in rural areas,and universities should participate in the precise training of rural teachers to promote the localization of the new generation for rural teachers.
