基于三阶段超效率SBM-Malmquist指数分解的洞庭湖区农业水资源绿色效率研究

Study on Green Efficiency of Agricultural Water Resources in Dongting Lake Area Based on Three-Stage Super-Efficiency SBM-Malmquist Index Decomposition

摘要 近年来,洞庭湖区农业用水供求矛盾日益凸显,提升农业水资源绿色效率对实现洞庭湖生态经济区高质量发展具有重要意义。基于2011—2019年农业水资源投入与产出数据,运用三阶段超效率SBM-Malmquist指数模型对洞庭湖区农业水资源绿色效率进行测度。结果表明:剔除外部环境和随机误差项影响,2011—2019年洞庭湖区农业水资源绿色效率均值为0.5832,农业水资源绿色效率存在较大的提升空间;人均GDP和政府农林水事务支出增加可以促进农业水资源绿色效率的提升,人均水资源量增加会降低农业水资源绿色效率;洞庭湖区农业水资源全要素生产率指数经历上升—下降—上升三个主要阶段,农业水资源全要素生产率指数与技术进步变化指数基本同步。最后提出了洞庭湖区农业用水绿色效率的相关对策建议。 In recent years,the contradiction between the supply and demand of agricultural water in Dongting Lake area has become increasingly prominent.Improving the green efficiency of agricultural water resources is of great significance for realizing the high-quality development of Dongting Lake ecological economic zone.Based on the input and output data of agricultural water resources from 2011 to 2019,the three-stage super-efficiency SBM-Malmquist index model was used to measure the green efficiency of agricultural water resources in Dongting Lake area.The results show that the average green efficiency of agricultural water resources in Dongting Lake area from 2011 to 2019 is 0.5832,excluding the influence of external environment and random error terms,and there is much room for improvement.The increase of per capita GDP and government expenditure on agriculture,forestry and water affairs can promote the green efficiency of agricultural water use,while the increase of per capita water resources will reduce the green efficiency of agricultural water use.The total factor productivity index of agricultural water resources in Dongting Lake experienced the three main stages:rising-falling-rising,and the total factor productivity index of agricultural water resources was basically synchronized with the technological progress change index.Finally,some suggestions on green efficiency of agricultural water use in Dongting Lake area are put forward.
