摘要
伴随着“一年一体检、五年一评估”的城市体检工作制度的建立,城市体检已成为开展城市更新的重要前置性研究,是推进城市更新的重要抓手。近年来,昆明市不断探索城市更新导向下城市体检评估的技术方法与路径,发挥城市体检与城市更新的联动效应,科学制定体检评估技术支撑体系。结合昆明城市发展实际,夯实城市个性特征诊断基础,从“多维切片”视角,即时间维度的持续跟踪、空间维度的层级传导、多源数据维度的复合应用、信息平台维度的数据汇聚与数据治理,创新技术工作方法,不断探索、总结昆明城市体检评估实践的经验。通过“查病灶、析病因、开良方”“防未病、治已病”,及时分级、分类探查“城市病”,并提出城市治理的对策建议与行动计划。
With the establishment of the city examination and evaluation system of"annual examination and five-year evaluation",it has become an important precursor research for urban renewal and a crucial driver for promoting urban renewal.In recent years,Kunming has continuously explored the technical methods and paths of city examination and evaluation under the guidance of urban renewal,exerted the linkage effect between city examination and evaluation and urban renewal,and scientifically formulated a technical support system for city examination and evaluation.Combined with the actual development of Kunming,the paper has consolidated the diagnostic basis of urban character,and explored and summarized the experience of Kunming's city examination and evaluation practice from the perspective of continuous tracking of temporal dimension,hierarchical transmission of spatial dimension,composite application of multi-source data dimension,and data aggregation and data governance of information platform dimension(referred to as"data sink and digital governance")from the perspective of"multidimensional slices".By examining the foci and analyzing the etiology,the paper prescribes a good way to prevent and treat urban diseases,explores the urban problems through temporal classification,and puts forward countermeasures and suggestions and action plans for urban remediation.
