摘要
紧密型医共体是县乡村医疗服务一体化管理的新型医疗卫生组织与服务形式,是我国政府优化基层医疗资源,改善人民群众就医环境,促进当下国内医疗体系发展的重要医疗改革举措。通过建设紧密型医共体,落实基层首诊、双向转诊、急慢分治、上下联动的分级诊疗体系,有助于打造更符合我国基本国情的基层医疗制度,从而更好地响应人民群众的看病就诊需求。紧密型医共体是县域医疗卫生资源整合与发挥最大化作用的必由之路。通过建设紧密型医共体,实现医疗资源共享、医疗资源下沉,帮助人民群众健康利益得实惠,是功在当代、利在千秋的伟大医改尝试。本文探讨紧密型医共体推动县域医疗高质量发展的现实意义和现阶段一些地方面临的问题,并针对这些问题提出一些应对之策,希望在相关领域的研究与工作中提供一些帮助。
The tightly-knit medical consortium is a new medical and healthcare organization and service forms of integrating the medical services in the county.Through optimizing the medical resources in the grassroots and improving the people’s medical treatment environment,the tightly-knit medical consortium can be seen as the important medical reform measures of developing the medical system in our country.The tightly-knit medical consortium is available to establish the graded diagnosis and treatment system of making the primary diagnosis,taking the dual referral,defining the emergency and chronic diseases and conducting the upper and lower-stream coordination.Therefore,the tightly-knit medical consortium accords with our national conditions and responds to the people’s medical service demands.The tightlyknit medical consortium is essential to integrate and give play to the medical treatment and public health resources in the county.In other words,the tightly-knit medical consortium is available to achieve the medical resource sharing and give the public the health and benefits,which can be considered as the great medical reform in the contemporary areas.In this paper,the practical values and existing problems of tightly-knit medical consortium on the promotion of the medical service quality in the county have been discussed,putting forward the corresponding countermeasures and providing basis on the relevant research and works.
