摘要
推进高等职业教育治理能力现代化,实现高等职业教育高质量发展是中国特色高水平高职学校和专业建设的改革发展任务。在“双高计划”的政策引领下,政府、企业、“双高”院校、行业等多元主体因为彼此拥有各自的资源优势而参与高等职业教育领域的治理,政府提供公共财政投入、公共权力的行使资源,企业提供前沿的创新资源,“双高”院校提供高质量技术技能的人力资源,行业提供专业的外围信息资源,不同主体之间的优势资源相互供给、交换、流动、关联和优质资源再创造使他们之间形成了资源依赖关系。为了使各主体的关系更平等、双向、互动和协同,提出把“双高”院校作为中心主体,充分利用政府效能,平衡各主体的资源诉求,各多元主体之间发挥自身潜能共筑相互依赖生态关系,组建联盟提高彼此资源依赖关系的稳定性,协调不同主体间的资源依赖关系,从而实现以优质“双高”院校引领其他高职院校共同发展,推进高等职业教育高质量发展。
Promoting the modernization of governance capacity in higher vocational education and realizing the high-quality development of higher vocational education is the reform and development task of developing China's high-level vocational schools and professional construction with Chinese characteristics.Under the policy guidance of the high-level higher vocational education institutions and disciplines construction plan,multiple governance subjects in the field of higher vocational education,including the government,enterprises,vocational schools,and industries,participate in governance because they each have their own resource advantages.The government provides public financial investment and exercises public power resources,enterprises provide cutting-edge innovation resources,schools provide high-quality human resources for technical skills,and industries provide professional peripheral information resources.The advantages of resources among different subjects supply,trade,flow,relate,and create high-quality resources,forming a resource dependency relationship between them.In order to make the relationships between various subjects more equal,bidirectional,interactive,and collaborative,vocational schools can be regarded as the central subject.It is proposed to fully utilize the efficiency of the government,balance the resource demands of various subjects,give full play to the potential of each multiple subject,build a mutual dependence ecological relationship and form an alliance to improve the stability of their resource dependency relationship.This can coordinate the resource dependency relationships between different subjects and realize the high-quality development of higher vocational education by leading other vocational colleges with these high-quality schools.
