中国参与全球教育治理的“主场”实践与反思——基于联合国教科文组织“文晖奖”的分析

“Home Game”Practice and Reflection on China's Participation in Global Education Governance:An Analysis on UNESCO Wenhui Award

摘要 中国在教育对外开放的进程中,不断拓宽双边和多边合作渠道,积极创新参与全球教育治理的路径。其中,中国与联合国教科文组织合作的“文晖奖”已成功评选11届,成为中国参与全球教育治理过程中的重要“主场”实践。通过对“文晖奖”的设立过程、运行机制、历年评审结果的分析,发现该奖项具有议题设置契合国际教育理念、参与主体以发展中国家为主、涉及广泛的教育领域等特色。通过十余年的运行,“文晖奖”已经形成了初步的区域教育影响力,构建了基本的可持续运行机制,提高了中国全球教育议题的设置能力。在未来,中国应继续通过以“文晖奖”为代表的全球教育治理“主场”路径,持续增强中国教育的“主场”意识与议题设置能力,通过提供国际教育公共产品,完善全球教育治理“主场”实践机制,提高中国参与全球教育治理的能力。 In recent years,China has continuously broadened bilateral and multilateral cooperation and actively innovated the path of participating in global education governance with its process of education opening to the world.As China's“Home Game”practice in the process of global education governance,the UNESCO Asia Pacific educational innovation“Wenhui Award”is of great significance.By analyzing the establishment process,operation mechanism,and evaluation results of Wenhui Award,results reveal that:a)the award's themes set in line with the world vision;b)it involves a wide range of education fields;and c)participants are mainly from developing countries.After more than 10 years of operation,Wenhui Award has formed a preliminary“Home Game”influence,built a general sustainable operation mechanism,and developed basic ability to set international issues.In the future,China should continue to enhance China's education“Home Game”consciousness and issue setting ability,enrich the way of educational aid by providing international public products,and further enhance the influence and sustainability of Wenhui Award,through the“Home Game”way of global education governance represented by Wenhui Award.China also should attach great importance to the global education governance“Home Game”practice mechanism,in order to improve the influence of China's education.
