地铁车站突发火灾信息相关性判断研究 被引量:1

摘要 地铁车站突发火灾后相关应急部门往往因为不能及时获得所需灾害信息进行资源分配,从而造成严重损失,精准研判火灾信息与应急部门相关性,有助于为火灾应急决策提供可靠的信息保障。本文基于动态情景构建,建立地铁车站火灾预案和应急联动两个阶段的火灾信息指标体系,根据指标体系进行多轮专家访谈,使用Nvivo软件对访谈内容进行编码确定相关性、可用性、质量、权威性4个相关性判断标准以及8个二级相关性标准,利用C-OWA算子方法得到灾害信息指标在二级相关性判断标准下的数值,结合多标准相关性排序方法计算地铁车站突发火灾信息相关性。根据应急部门与火灾信息相关性排序结果得出,人员伤亡情况是各个部门的首要关注信息,环境、设备和衍生灾害等信息与各部门职责联系密切,由此为地铁车站突发火灾各应急部门进行联动决策提供理论指导。 The relevant emergency departments are often unable to timely obtain the required disaster information for resource allocation in case of an sudden fire in a subway station,resulting in serious losses.The accurate research and determination of the correlation between fire information and emergency departments will be helpful to provide reliable information guarantee for fire emergency decision-making.Based on the dynamic scene construction,this paper established a fire information indicator system for subway station fire preparedness and emergency linkage in two stages.According to the correlation judgment content of fire information indicators by experts,the four correlation judgment criteria(correlation,availability,quality,authority)and eight secondary criteria were extracted,the C-OWA operator method was used to obtain the values of disaster information indicators under the two-level correlation judgment criteria.The correlation of sudden fire information in subway station was calculated using multi-standard correlation ranking method.According to the ranking results,casualties are the primary information concerned by all departments,and information such as environment,equipment and derived disasters is closely related to the responsibilities of all departments,thus providing theoretical guidance for emergency departments to make joint decisions on sudden fire in subway stations.
